The install pane doesn't show plugins that are already installed and loaded. This
is useful. But if an installed plugin is not loaded, it is shown in the list, which
isn't especially useful, is it?

I think it would be nice if instead of depending on the load state, there was a checkbox
"hide installed plugins" on the installer pane that would show them all if you unchecked
it.
