(142/211) 3840 - Toolbar icons hidden behind BufferTabs/switcher when wrapped

If the editor window is smaller and the toolbar icons don't have enought space in the toolbar, it looks like they are wrapped and placed in a second row, but BufferTabs or Buffer switcher do not make space for the second row (see attached image, arrow shows a highlighted partially visible icon in second row). The situation is the same whether BufferTabs are at the top or bottom of the textArea.
